ABOUT
Funded by Immigration, Refugees and Citizenship Canada, the Centre for Canadian Language Benchmarks (CCLB) is undertaking a three-year project to update the national frameworks: CLB: ESL for Adults, NCLC : Français langue seconde pour adultes, CLB: ESL for ALL, NCLC : FLS pour AMA and relevant supports, including the CLB Bootcamp and the Camp de formation aux NCLC to provide more clarity and to better support assessment, placement, and level progression decisions.
We are seeking a qualified individual to lead the English consultations and coordinate the revisions of the above-mentioned CLB frameworks and relevant supports. The consultation phase will be completed by March 2026 and the frameworks will be updated by 2027/28.
CONSULTANT CONTRACT
TERM: June 2025 – March 31, 2026 (with possibility of renewal).
ROLE
We are seeking an experienced CLB National Consultations Lead to oversee and guide the consultation and revision process for the Canadian Language Benchmarks (CLB). This role involves working closely with the NCLC National Consultations Lead and other project members. This role requires coordinating with internal and external stakeholders, designing and executing consultation strategies, and writing a recommendations report. This role will benefit from the support of a research company. Consultations will occur both in-person and online and therefore some travel within Canada will be required. This work will be completed in different phases that will be discussed with and approved by the CCLB Project Management Team.
Deliverables:
- Research Plan (June-July)
- Conduct background research on the previous CLB updates to gather insights into best practices and practices to avoid in the process. Materials and contacts will be provided by CCLB. Produce a short report with key takeaways.
- Facilitate consultations with CCLB staff and external experts, including select CCLB Board Directors to gather insights into content updates and to help inform vision. Produce a short report specifying the key findings and recommendations for updates.
- In collaboration with CCLB and a research company, produce the plan for the methodology of the consultation phase.
- Consultation Strategy (August)
- In collaboration with CCLB and a research company, prepare consultations and survey questions.
- Plan consultations schedules (online and in-person).
- Prepare messaging. CCLB will help with formatting and distribution.
- Facilitation of Stakeholder Consultations (September-November)
- Facilitate consultations, both online and in-person.
- Analysis of Findings and Recommendations Report (December 2025- March 2026)
- In collaboration with the NCLC National Consultations Lead, prepare a recommendations report and draft a plan of action for the updates based on the consultation findings.
REQUIREMENTS
- Demonstrated understanding of the CLB framework, level progression, and its application in adult language education.
- Bachelor’s degree in Education, Instructional Design, TESL/FSL or a related field at a minimum.
- Experience leading a content development team.
- Ability to work across varied schedules, with flexibility to coordinate and support team members working different hours.
- Experience in drafting survey questions relevant to project objectives.
- Experience in moderating/facilitating focus groups.
- Ability to analyze results to inform recommendations.
- Available to travel for up to 4 trips within Canada between September-November for in-person consultations.
- Bilingualism is an asset.
- Knowledge of literacy learning is an asset.
AVAILABILITY
Part-time, approximately 4 to 6 days between June and July 2025; 6 to 8 days per month on average between August 2025 and March 2026; some months may require more or fewer days depending on project needs.
